PRESENT: Cllrs. S. Harper (Chairman), J. Askew, C.R. Squire, N. Cartwright, R. Forrest, J. Mardon, H. Smith and C. Coleman.
Apologies for absence Cllr. Weeks, Borough Councillor for Exbourne Ward, had sent his apologies as he had a prior engagement.
Cllr. McInnes , County Councillor for the Hatherleigh and Chagford Ward, was present. There were also two members of the public in attendance.
1. Elect a Chairman of the Council The clerk invited nominations for Chairman. Cllr Cartwright proposed Cllr Harper. Cllr Squire seconded this nomination. This was supported by all the Cllrs present. Cllr Harper thanked them for the nomination and stated she would be happy to be Chairman.
2. Receive the Chairman's declaration of acceptance of office the clerk had a copy of this at the meeting and this was duly completed and signed by the Chairman and Proper Officer.
3. In the ordinary year of election of the Council to fill any vacancies left unfilled at the election by reason of insufficient nominations. This year is not an election year. There are currently no vacancies at present.
4. To decide when any declaration's of acceptance of office and written undertakings to observe the code of conduct adopted by the council shall be received. There are none to be received.
5. To elect a Vice -Chairman of the Council Cllr Squire proposed Cllr Askew. Cllr Smith seconded this nomination. This was supported by all the Cllrs present. Cllr Askew stated he would be happy to be Vice-Chairman.
6. To appoint representatives to outside bodies the parish council is currently represented on two outside bodies The Eastern Link Committee and The Village Hall Committee. It was resolved that Cllr Mardon continue to be the representative on the Eastern Link Committee with Cllr Forrest continuing as a 'reserve' to attend meetings that Cllr Mardon is unable to attend. Cllr Squire was asked if he was still happy to be the representative on the village hall committee. He stated that he was so it was, therefore, resolved that Cllr Squire continues to be the representative on the Village Hall Committee.
7. To appoint committees and sub-committees there are currently two members of the Parish Paths Partnership Committee and they are Cllrs Squire and Askew. They both stated they were happy to continue.
With regard to consultation on planning applications it was decided to continue with the current format where, if a comment is required prior to a scheduled meeting, the clerk contacts four councillors for a comment.
8. To consider the payment of any subscriptions falling to be paid annually the main annual subscriptions are those of the Devon Association of Parish Councils and Devon Playing Fields Association. The subscription for the Devon Playing Fields Association has been received. Last year it was decided not to subscribe to this organisation. It was decided not to renew the subscription again this year.
The clerk has read in a recent newsletter that the Devon Association of Parish Councils subscription will be late being sent out this year.
9. To inspect any deeds and trust investments in the custody of the Council as required. The Council has no trust investments and there were no deeds that required inspection.
There being no further business the Annual Council meeting closed at 8.05 p.m.
