Sampford Courtenay Parish Council
Minutes of Annual Parish Meeting held on May 26th 2009
Venue: village hall.
PRESENT: Cllrs. S. Harper (Chairman), J. Askew, C.R.Squire, R. Forrest, J. Mardon, H. Smith,
N. Cartwright and C. Coleman.
APOLOGIES: Cllr Weeks, Borough Councillor for Exbourne Ward, sent this apologies.

Cllr. James McInnes, County Councillor for Hatherleigh and Chagford Ward, and 2 members of the public were present.

The minutes of the last Annual Parish Meeting were signed as a true record after an alteration was made under Any Other Business.

MATTERS ARISING
Cllr Squire stated that there are some councils complaining about the 9.30 a.m start for the Concessionary Fares Scheme. It is understood that there is pressure being put on the Government to make it earlier. Cllr McInnes stated it had been set at 9.30 a.m because of the cost. He explained that when the district councils approached Government for more money they were told that their starting time was too early so it had to be set at 9.30 a.m.. It was agreed that this would be tried for 12 months and this time is now almost up. Cllr McInnes stated it was not acceptable for rural areas and it is still ongoing.
Cllr Coleman wished to know Cllr McInnes's position. He explained that he is a Borough Councillor for the Lew Valley ward and County Councillor for the Hatherleigh and Chagford Ward (therefore represents Sampford Courtenay). He is also Leader of the Council (Borough). He then gave a brief description of what that entails.
Cllr McInnes has sent the clerk an email with his bullet points, which the clerk will forward to all those Councillors with email.
The clerk stated that she had been informed by Rev. Ardill that the J Tickell's Charity (Sampford Courtneay) stands at 72.29 units of shares with COIF Charities Investment Fund - valued at £628.63 on 31/12/08 (its previous value was £733.40 on 30/6/08). Dividends are paid into a Trustee Savings Account valued in total around £400. He asked if Councillors had any ideas as to what could be done with the money. No suggestions were put forward.

CHAIRMANS REPORT
The chairman began her report by thanking the councillors and clerk for their hard work and to Councillor Weeks, who attends most meetings and is very helpful and informative.
A traffic monitoring exercise was carried out in the village and declared a success. PCSO Lee Walker has now left the area.
The footpath funday was a successful event. Cllr Coleman is in the process of printing some maps showing paths in the parish. Cllrs Askew and Squire were thanked for their continuing involvement in P3. Cllr Askew was also thanked for guiding us through a third look at the results of the parish plan.
The public toilets have been repainted and the wall is to be repaired . Unfortunately Les Beer has had a series of strokes and his family have continued the cleaning of the toilets.
The new street lights have been painted black and the white light and lights going out during the night has been a vast improvement.
Thanks were expressed to Cllrs. Mardon and Forrest, who attend the Eastern Link meeting.

83 post offices were closed throughout Devon - one of them being the one here in Sampford Courtenay.
June saw some heavy rain and flooding in the village. A meeting was held with Tracey Windermer and improvements were made to the river. A tonne of sand was also purchased and sandbags filled and delivered to the vulnerable properties.

Cllr Coleman expressed thanks to the Chairman for her report.

ANY OTHER BUSINESS

Cllr Squire stated that the telephone kiosk at Sampford Chapple has now been made a card only phone. It had been scheduled for removal. Cllr Coleman stated he would take action on this.
Cllr Coleman also stated that he felt that DCC had not acted well with regard to this issue. His company had contacted DCC and has been told to contact the Community Council of Devon. He has contacted them on a daily basis and has received no response.
The Chairman explained that Station Officer Twiggy Lake had attended a meeting and stated the emergency services are in favour of the telephone kiosks remaining.
Cllr McInnes stated he had not been aware of Cllr Coleman's contact with DCC and stated that he was also in favour of the telephone kiosks remaining and he would be taking it up with DCC. He also stated that if any problems are experienced then please do not hesitate to contact him and he will follow up any problems.


There being no further business the meeting closed at 7.50 pm.
